    7月的进出口数据让人们对中国经济下滑的担忧又有所加剧。当月,中国出口总值仅为1769.4亿美元,增长1%;1~7月,进出口总值21683.7亿美元,增长7.1%。不仅低于市场预期,且上半年7.1%的增速也与年初商务部提出的10%的全年增长速度有明显距离。
    7月是传统的出口旺季,统计数据显示的“反常”表现也成为商务部发言人沈丹阳在8月16日举行的商务部例行新闻发布会上首要面对的问题。
    “7月份出现外贸增速特别是出口增速的急剧回落,我们分析主要原因是当月我国对欧盟的出口大幅度下降所导致。”沈丹阳同时表示,下半年外贸形势将更加严峻,困难更突出,实现“保十”目标压力更大。
    外需告急
    1300亿美元!这是今年上半年中国向欧盟出口同比下降3.6%所产生的贸易缺口,相当于上半年总出口额 11312.4亿美元的近10%。从这一比例可以看到,欧债危机在消耗欧盟国家内部经济活力的同时,衰退像感冒一样传染到了其他国家。
    “我们现在一个月从出20~30个柜降到了只能出5~6个柜,英国客人直呼卖不动。”宁波一家出口企业的外贸经理章程说。这家以纺织品为主的进出口贸易企业上半年销售额下降了40%左右。他表示,周围的企业朋友现在不是着急订不到柜,而是纷纷打听能不能拼柜。“一方面量少,一方面也是降低运费。”
    企业的变动直接反为行业景气。7月外贸箱量数据同比下降0.1%,继今年1月份之后再次出现同比负增长。在上海港,箱量7月份同比增长为-3.1%、外贸箱量则同比下滑3.5%,这也是进出口重镇华东区域箱量则出现今年首次负增长。
    申银万国(微博)证券分析师李慧勇表示,从出口产品的结构上看,上半年服装和纺织品出口仅下降0.2%,但是7月份这两项的降幅环比已经下降了7.7%和8.6%。虽然表面看机电产品出口增长较快,1至7月,出口达到6491亿美元,增长9.1%。但这是在产品价格普遍提升的情况下实现的,实际出口量仍在下降。显著的事实是机电产品7月的出口金额同比增加了1.91%,但是环比却下降了11.4%。同比和环比叠加因素,7月出口迫近“冰点”。
    由于欧盟现在仍是我国的第一大贸易国,欧盟统计局8月14日公布的最新数据则可能意味着这个现状仍将持续一段时间。
    今年二季度欧元区经济与一季度环比萎缩了0.2%,同比则萎缩0.4%。令人担忧的是,几个主要国家的经济增速放缓或零增长。德国经济环比增长0.3%,低于第一季度的0.5%,且包括零售销售额、新增订单数在内的多项主要经济指标开始下滑;法国连续第三个季度保持零增长;英国第二季度经济增长环比下降0.7%,这三个国家的贸易总量占中国对欧盟贸易总量的近五分之一。
    与增长乏力相比,欧元区和欧盟的失业率却居高不下。今年6月的失业率分别达到11.2%和10.4%,均分别高于去年同期的10%和9.5%,尤其年轻人无法充分就业的情况下,直接抑制了有效需求。
    新兴市场在年初即被商务部寄予厚望成为“稳出口”的新增长极。1~7月,从海关总署发布的数据看,我国与东盟双边贸易总值为2205.7亿美元,增长9%;与俄罗斯和巴西双边贸易总值分别为509.4亿和497.8亿美元,增长分别为17.7%和10.3%。但对比去年的数据,中国与俄罗斯和巴西之间的贸易增速也多保持在20%以上,新兴市场在上半年需求放缓的迹象也开始现象,但是这三个国家和地区的贸易总量之和占上半年中国进出口总额不到20%,影响小于欧盟市场。
    新兴市场和美国市场在上半年均出现增长,不过这两个市场的增长是否能够维系于下半年的经济和政治局势走势密切相关。
    “美国新公布的PMI和零售数据都在向好,但下半年奥巴马政府面临财政收支平衡和竞选的两大不确定形势;在新兴市场,主要国家的PMI正在逐步回升,巴西和俄罗斯甚至已经恢复到48.7%和52%,但是CPI反弹的压力仍在,印度央行已经暂缓了进一步的宽松政策,短期内大幅扩张需求的可能性也比较有限。”商务部研究院研究员白明表示。
就在6月底,全国海关抽样对1856家样本出口企业进行了一次问卷调查。在这次回收率高达99.6%的调查中显示,出口企业新增订单指数为40.1,出口信心指数为41。
    内需困局
    在出口增速下滑的同时,进口增速同样未能达到市场的预期。
    “内需不足导致大宗商品进口需求疲软是主要原因。”东吴证券(7.44,-0.14,-1.85%)分析师强琪菁表示。这直接体现在部分大宗商品的进口价格下跌。1至7月,我国铁矿砂进口4.2亿吨,增加9.1%,进口均价为每吨138.5美元,下跌15.2%,未锻造铝及铝材71.1万吨,增加34%,进口均价为每吨3978.2美元,下跌18.9%。
    PMI制造业新增订单指数连续3个月下跌以及原材料库存指数的回升,都表明进口的增长需求被抑制,一些分析师看来,7月出现的情况是前几个月需求疲软的集中效应。
    “现在各地都在出台刺激政策,且政策的重点集中于基建、公共设施建设,如果这些项目能够推进,对于进口的推动会产生正面激励。”
    而逐渐增加的运营成本仍然是困扰企业扩大投资和生产的重要因素。从海关的数据上看,1~7月,加工贸易进出口总额为7532.1亿美元,增长了3.1%。但是来料加工装配贸易的进出口总额同比下降了11.6%。
    以广州为中国大陆总部的一家新加坡企业外务主任唐杰森告诉《中国经营报》记者,他们在中国的业务以OEM来料加工生产为主,但是今年由于劳动力成本和国内物流成本上涨较快,总部暂停了在东莞新建项目。
    “很可能在明年,广州分公司就会撤销。”他说。
    与上述企业有相同打算的企业并不少。耳机生产商商Sleek Audio、玩具生产商Wham-O等都在今年撤掉了部分在中国的代工工厂,最近的例子则是阿迪达斯。
    加工贸易目前主要由外资主导,如果这一趋势延续,对于中国经济的影响将不仅仅是停留在贸易层面,很可能会滑向投资及就业领域。
    8月16日,商务部公布7月实际使用外资金额75.8亿美元,同比下降8.7%。这一下降幅度也远高于1~7月平均3.6%的降幅。其中制造业占同期使用外资总量的45.2%,实际使用外资同比下降6.4%。
    中国的“成本难题”
    “我们目前在广州市周边有一个加工工厂,大约能提供1000个就业岗位,淡季的时候停掉两条生产线,所以有大概20%的工人是应急招募的,如果我们搬到印尼,至少中国要裁员近300人。” 唐杰森表示,“今年以来,劳动力成本的上涨带动了成本上涨近20%,但我们的产品提价幅度不过5%。”
    这家企业的对策是计划明年起将约三分之一的业务量转向印度尼西亚生产,这样至少能在劳动力成本上减少约10%的支出。
    一达通中小企业外贸景气指数报告显示,7月份我国中小企业日均进出口值为 34135美元,环比下降5.4%。中小企业在7月份的用工需求人数较6月增长13%,但相应的用工成本也较6月增加15%。
    “现在的问题不仅仅是绝对成本上涨,更多的是因为企业无法对冲成本上涨”。深圳一达通企业服务有限公司副总经理肖锋表示,尽管舆论将现在外贸的不景气大多归结于外需不振,却忽略了一个现实,企业所需的配套服务体系仍缺乏。
    他告诉记者,最近一个做LED产品的客户拿到了一笔出口波兰的订单,价值500万美元。但值得一提的是,这笔订单早在一年前双方就达成了意向,但是卖方考虑到攀升的生产成本对于资金链的要求高,希望对方款到发货。但是买方却表示资金有限,希望赊销。直到今年,出口商找到一达通联合中国银行(2.75,-0.02,-0.72%),向卖方提供了一笔出口买方信贷,这笔交易才顺利达成。
    “可见其实市场的绝对需求有降低,但是相对需求仍然存在,只是我们目前能提供给企业的配套服务太少,所有的成本上涨压力全部由企业自行消化,自然束缚了企业开展业务的能力。”肖锋说。
    深圳银监局的监测显示,从银行渠道收集的企业融资成本较上期上升6.37%,而企业反映的银行渠道融资成本上升7.34%,小额贷款公司贷款成本上升在20%以上。
    在联合国(微博)贸发组织最新发布的《2012年世界投资报告:制定新一代投资政策》显示,变“贵”了的中国正面临越来越多的竞争对手。2011年,流入东盟的FDI达到1170亿美元,增长了26%,增长速度远高于东亚的9%。在人力成本以及生产成本上成为其主要的竞争优势。其中文莱、印度尼西亚、马来西亚和新加坡的FDI流入量出现了显著增长。

  在中东沙特大兴土木,作为中东知名的大型建材展沙特室内家具及装饰材料展览会(以下简称:Dcofair)伴随着中东发展而发展。Dcofair是沙特首个家具与室内设计展览会,在沙特同类活动中占领先地位。据了解,Dcofair首展于2009年在吉达会展中心举办,展会每年都会吸引超过1000位来自沙特各地的专业观众前来了解最新的市场信息及采购产品,其中包括很多沙特地区家装行业的大型企业、室内设计师、咨询师、项目经理、酒店经理及一些国际知名的家装品牌。
  Dcofair2012将于11月25~29日举办,总面积达10000平方米,参展商数量达80家。展会针对普通住宅、别墅、宫殿和酒店提供完整的解决方案,包括家具、室内设计、家用配件、灯饰、地板和厨房用品。
  沙特每年的家具产品销售额超15亿美元,并且有可能在未来达到25亿美元。参加在中东地区举办的建材展会是向阿拉伯客户展示中国建材产品的重要途径。对此,展会主办方励展博览特别为中国参展商准备了各种线上、线下或展会现场的宣传机会,以及买家配对、买家数据库等多种增值服务。

越南断桥铝门窗刚起步,UPVC窗占主导

    尽管笔者之前已经做了充足的心理准备,但是看到眼前的景象还是吃惊不小:狭窄的街道、熙熙攘攘的摩托车流、寂静夜晚的路灯。如果说印度相当于十几年前的中国,这里则至少是二十年前的中国。这种时间的距离感,在为中国的门窗幕墙企业进军越南市场提供无限的可能和广阔空间的同时,也使得中国企业不得不思考一个问题:如何在这块处女地上获取更多的市场先机和份额?
    断桥铝门窗刚起步,UPVC窗仍居主导地位
    越南整个国家地处亚热带和热带,终年气候宜人,且昼夜温差不大,所以在这里目前能见到的最多就是简单的单玻铝窗和原始的木窗。普通家庭住宅如此,酒店学校亦是如此。近两年,随着经济的不断发展,街道两旁刚刚更新过的UPVC窗户逐步多了起来,新建的独栋别墅和连排别墅也大多以UPVC窗户为主,一些办公楼也换成了UPVC窗。在展会现场,笔者也看到,UPVC窗占据了显要位置,成为吸引客户的亮点。越南最大的本土UPVC生产商于2010年开始筹建,目前已经投产,在越南国内拥有200余家代理商。
    断桥铝窗户在越南还属于稀有产品,主要用于目前正在兴建的政府工程、公共项目及高级住宅项目;高档断桥铝门窗更是凤毛麟角;木窗、铝包木产品更是仅在越南当地最大门窗企业Eurowindow处可以见到。
    本土企业薄弱,建筑部品进口为主
    尽管越南的国土南北跨度很大,但是越南的国土面积(33万平方公里)实际上仅相当于中国的云南省(39.4万平方公里)。由于历史原因和改革开放较晚,越南的本土制造业不发达,门窗幕墙企业更是如此。建筑部品除玻璃(当地以低端的单玻为主)和胶(越南目前节能意识非常淡薄,本土只有一家大型的硅酮胶生产企业)之外,几乎全部依赖进口。
    UPVC产品比较常见的品牌有中国的大连实德、德国的REHAU和Kommerling,与之配套的五金产品可以见到G-U、ROTO、Winkhouse、坚朗、国强、联鑫等品牌。
    门窗幕墙深加工设备产品除了极为高端的市场由德国品牌叶鲁、FOM占据外,其余多是中国产品为主。山东的门窗幕墙深加工设备凭借其价格优势,在越南市场占据了非常重要的位置。
    潜力尚存,企业面临考验
    由于历史原因,越南人均住房面积严重不足。越南建设部长称,截止到2011年,越南的城市化率仅为31%,人均住房面积达18.3平米。2015年,越南将实现人均住房面积22平米,预计还需建设1000万平方米保障性住房。除此之外,很多的学校、医院、办公楼、厂房等配套建设也也为幕墙带来巨大的市场潜力。
    然而,越南国内经济危机四伏,通胀居高不下。2011年,越南开始实行房地产调控政策。越南政府实行紧缩的财政和货币政策,使金融机构收紧贷款,很多在建项目不得不延期或者停工。这在房屋买卖价格上已经有所体现:独栋别墅和连排别墅均价均有所下降;土地价格在越南各郡也在下降。
